Legal Question in Business Law in California
Can the city of Costa Mesa, California legally require a homeowner who lives on a corner to put in a sidewalk when they remodel their home when they do not make the same requirement for people who don't live on a corner?

Putting in sidewalks is one of the things cities are generally empowered to require property owners to do. Can't say for certain whether (a) your city has that power, nor (b) whether the power is being used discriminatorily, but in my opinion this is more likely than not a proper exercise of the City's powers.
