Legal Question in Business Law in California

I am trying to collect money from a company. They state they won't pay me and said if I continue to contact them they will get a restraining order. Can they do that.

Perhaps they can, but your approach may be all wrong. First, do they owe the money to you, or are you trying to act as a colection agency? The latter activity is regulated. If you yourself have a valid claim and the debtor won't cooperate, it seems that your recourse is to bring a lawsuit.

If they owe you the money and are unwilling to pay, file a lawsuit - perhaps even in Small Claims Court - depending on how much is owed. Consult with an attorney in your area.
