"Congo provisions" is not a recognized legal term. As far as I can determine, it is a rarely-used expression that someone has made up. It appears 14 times on Google, and never in a context that shows it has separate meaning - it shows up mainly in nonsense prose. I recommend that you ask whomever is using the phrase to explain to you what they mean.
