Legal Question in Business Law in California
I contracted with a piano seller to sell my piano in WA state. I live in CA. The piano was sold but I was not informed and now he is violating our written contract terms: failure to notify, show bill of sale and pay me. Can I file in CA or do I need to get an attorney and file in WA state?

Choice of venue and choice of law are usually specified on the contract. Your ability to file in California will depend on the terms of the contract and you should have it reviewed by a local attorney.
From a practical standpoint, you might be better off hiring someone Washington state anyway. A judgment issues in California won't be enforceable in Washington until it is registered there. If the piano seller lives in WA and has all of his or her assets there, you might save time and money by just filing the lawsuit there.
