customer not paying amount contracted for

i was wondering if it was legal for a customer to not pay the vendor the amount contracted? Their reason being, they are deducting a rebate of a certain % . They are implementing an Automatic Rebate Program to reduce their service costs. Is this legal for them to take that rebate from us?

Neither party can unilaterally change the terms of a contract. Whether your customer's actions are permitted by the contract depends upon what the contract says. Without seeing the contract I can't say whether the customer has breached or not.
