Legal Question in Business Law in California
If a delivery business is owned by three people and all the work is initally done by just them, would they still need extra insurance for when they do the driving or would that be more applicable when they hire extra employees?

Almost certainly, because personal-use insurance generally doesn't cover use in a business such as making deliveries, but the proper person to ask is an agent for the insurance company covering the drivers, not a lawyer.
