Discrimination
Lets say that I have a boss and he pulls me into his office to yell at me for being late. He then, out of nowhere, tells you that if it were up to him, he would not have hired me because I am a male. He also goes on to tell me that men need to be pushed harder than women and that is why he preferrs to have an office with all women.
Lets just say, there are 50 people in my office and there are only 4 guys.

I see a bunch of facts setting up a hypothetical situation -- but I don't see a question. Do you want a general commentary on your facts? I'd say the boss is a jerk. Whether he's violating any law against discrimination in employment is less clear, because, from your facts, he/she soesn't have the power to make hiring decisions.
I'd say the comments may amount to harrassment based on gender, and might be actionable as such.
I'd say the disproportionate number of women vs. men in the department might be evidence that the employer discriminates against men, but more information and probably more evidence would be needed to have a strong case.
