If i drive the company's van to deliver goods, and such van malfunctions due to mechanical problems, whose obligation it is to fix the van? The owner says it's my responsibility. Is that true?

Absent extraordinary circumstances not described in your message, your employer has the obligation to fix its own van.

I agree with Mr. Perry that the car repair should be the employer's expense.

This is nonsense to demand an employee fix a company vehicle unless he was grossly negligent in its care and use. If you crashed it, they might charge you for repair, but it is their vehicle and their responsibility to keep it normally maintained or repaired.
