employee health benefits
Is it legal for my school to let some opt out of insurance coverage and other not?

I don't know exactly what's going on here, but at least in the private sector it is not uncommon for employers to require all employees to have health-care insurance from some source. Those employers excuse employees from mandatory participation in the company plan if they can prove they are otherwise insured, usually through a spouse's coverage. This is legal.
