Can a employer tell employees not to discuss thier pay rate with other employees

They can tell them, but they cannot enforce it in anyway, specifically including taking any adverse employment action against the employees who do not comply. Taking any form of retaliatory or otherwise adverse action is specifically prohibited by the Labor Code.
