Can someone endorse a check that is made out to a business and cash it in if it was not authorized?

Sure they can. It happens all the time. It also happens to be a crime and give rise to civil liablity too.

That might be improper. The bank and endorser might both be liable, especially if the business is a corporation or an LLC.
