Enforcement of Judgments out of state

Check the Uniform Laws Commission list in the back of its latest copy of the generic UEFJA, and also the index to the California Code. This is a clerical question, not a legal one. Use a good law library. Public libraries do not usually collect the latest, except the California Code.

Out of State judgments & enforcement

From your question, I could not determine whether you are trying to enforce a CA judgment elsewhere, or whether you want to attach a California asset to satisfy an out of state judgment. California does indeed allow for the collection of the latter. See California Judicial Council Forms, Request to Enforce Sister-State Judgment.
