can an ex-employer offer me money and benefits if I sign a release of liability contract?

Yes - employers frequently offer releases in connection with the termination of an employee's employee, and they are typically effective as long as the employee has sufficient time to consider the release. I recommend that you have an attorney review the release, and also consider attempting to negotiate better terms if appropriate.
