Can a non-attorney receive reimbursement for representation expenses?

My initial response is "no" but I'm not entirely clear what you mean by representation expenses or the details of the situation.

Only attorneys may represent others in court. Since a non-attorney cannot represent anyone else, he cannot incur expenses while doing so and cannot be reimbursed for such expenses.
