Can a tanning salon sell a package of sessions anf have them have an expiration date?

Yes they can as long as they made you aware of their duration before you agreed to pay.

A quick search of the Civil Code and WestLaw did not turn up any specific prohibition against expiration dates. As you may know, gift certificates may not (ordinarily, at least, there are exceptions) have expiration dates, but something sold to the intended user and bearing the user's name does not seem to fall under the gift certificate heading.

Further, tanning salons are regulated under the Business and Professions Code, Sections 22700 et seq., but those regulations seem only to apply to health and safety concerns.

So, I would say based on limited research and no prior knowledge of this specialized area, that if you are the consumer, it's probably OK to have an expiration date so long as it is prominently displayed and the buyer is informed of it at the time of purchase. On the other hand, if you are the salon operator and are planning to offer such packages, I'd say consult with your own lawyer to be very sure. There could be a prohibition buried somewhere in the hundreds of thousands of laws that regulate businesses in California; I just didn't turn up anything.
