In order for a federal district court to have jurisdiction over a case,must the case involve issues of federal law?

Not necessarily. If the parties are citizens of different states and the potential value of the case is greater than $75,000, then the court would have diversity jurisdiction over the case.

No, another reason is amount in controvery is more than $75,000 and parties from different states.
