Copyright law is a complicated subject, even for lawyers, and you should never assume that it's OK to use something from another website without permission. The best way is to always get written permission. There are "fair use" exceptions to the copyright law, but this is a complicated and risky undertaking. If I were you, I would go to a search engine like google.com and type in phrases like "copyright faq" or "copyright fair use". It is also nearly always OK to use U.S. government material which is not subject to copyright.
