I couldn't find any state-wide law on the subject, although there may be one. On the other hand, this could be a matter of local ordinance. Further, the amount of any fine assessed is only partially governed by statute or ordinance; the judge hearing the case ordinarily would have substantial latitude to decide what fine (if any) was appropriate in the circumstances, subject perhaps to a statutory maximum. Sorry I couldn't find anything more specific in either the Penal Code or the Health & Safety Code.
