Forming an Association
CA courts are no longer considered part of the county. It's my understanding that all court systems have their own CEO. We need representation. Our clerk staff has found someone to represent us but we need to form our own association. I found articles and by-laws of incorporations, but wasn't sure if this form can be used for assoc. formation. Also, do we need to file or register our assoc? There are appox. 15 clerks.

Depends to some extent on what you mean by association. Traditionally, and in tax-law parlance, corporations and associations are as different as night and day.
In California, there is some specific law relating to "Unincorporated Associations" including sections 20000 - 24007 of the Corporations Code. You may be thinking of a labor organization of some kind, and you may find the answers you're looking for in this Code.
