FedEx rules prohibit shipment of cash. Their rules also say they will not deliver any prohibited item that gets shipped in violation of a prohibition. Their envelopes say do not send cash, and that shipments may be opened for inspection. There is probably a criminal investigation under way, and your "friend" can expect to hear from the authorities before he sees any of the contents of the package. See U.S. v. Young, 350 F.3d 1302 (2003 WL 22714990, 11th Cir., 2003).

As a franchise attorney, I can only add one other detail. The fact that your "friend" is living off the grid (whatever that actually means) is just another complicating factor. The authorities, including the IRS, will take a keen interest in this case. Consult with a good business or franchise attorney in your area for specific advice.
