How can I get a friend to repay a personal of 53,000? He keeps promising to provide me with promissory notes. Promises to pay the loan and to provide me with promissory note are documented in our email communication. Can I use these in court?

Yes, emails can be used as evidence. Make sure you don't wait too long to sue him, or you could miss the statute of limitations.
