what government documents are considered self-authenticating, and does California law specify which government documents? particularly drivers licenses and/or birth certificates.

There are several documents that are self-authenticating including a certified copy of a public record. Also, acknowledged documents (wherein the signer also gets a paper notarized) is self-authenticating. A certified birth certificate should be considered self-authenticated. A driver's license, while it may not automatically be considered self-authenticating, should also be admitted as evidence depending on circumstances.
