Hello

I'd like to ask if i can legally limit number

of people selling goods i provide, in some area.

If i'd limit supplying to only three shops in a city, would it be legal?

It would depend on many factors. I would need to now more about your product, as well, as the limiting factors. Moreover, would need to know about your business, and it's IP factors.
