Legal Question in Business Law in California
We were at Hermosa Beach (zip = 90254) last Saturday. I had covered my mother with sand as part of her yearly Yoga liver detox treatment. Some guy comes along and says it's against the law to bury people in the sand as were doing. California passed a law prohibiting such unsafe treatments after 2 people died of a heart attack last year. My mother and her Yoga teacher has never heard of such a law.
Does this law exist?

I am unable to find any such state wide law. Los Angeles County and the beach communities in it have many local ordinances that regulate and prohibit various beach activities. Places where official motor vehicles are used on the beach frequently prohibit burying people in sand, as well as digging holes greater than a specified dimension. The same is true where horses are pemitted on the beach. Burying people in sand can be hazardous in other ways. For example, as the sand settles and compacts around a person, it can restrict breathing. So it is quite plausible that it is prohibited where you were.
It's probably a local ordinance. You may want to check the ordinances online for Hermosa Beach.
