hlding tools as collateral
Can a business that I sub-contract for hold a tool that I loaned to them as collateral for a disputed debt that they say I owe them?

No. If they did work on the tool and the debt was for that work, then they could hold it, but if the debt is unrelated to the tool they have no right to hold it unless, of course, you offered it as collateral in the first place.
