Re: hosting a casino website
I believe there is a law pending in Nevada that might allow it. However, Congress is also considering a law that would make clear that online gambling is illegal in the U.S.
There may be ways to do it legally, such as if the owner of the site is an Indian tribe, but your question doesn't provide such specifics. Feel free to contact me directly if you wish.

Gambling is a tricky business, and would need more research than is available in this type of forum.
I would begin with the need to obtain a license. My expectation is that you would need to be hosted in a jurisdiction that allowed online gaming, possibly Nevada or an Indian reservation.
I strongly urge you not to do anything without hiring a lawyer first to research the issue properly.
Re: hosting a casino website
Why would you want to do this? I get up to 25 spam messages daily from up-and-running on-line casinos. The field seems to be terribly overcrowded, and unless you have a new wrinkle, you will be lost in the dust. These operations may survive and possibly even prosper under ideal conditions, such as being domiciled in Upper Volta or the like where they won't be harassed by law enforcement, ethics and tax collection officials. Gaming in the U.S., whether Indian, Nevada, Atrlantic City or whatever is highly regulated, taxed, licensed and inspected. I don't think it makes business sense even if you can surmount the legal hurdles. Also, as has been pointed out, the law is in flux and if you could operate today there's no assurance you would not be shut down tomorrow.
