Are there any legal repercussions for displaying other businesses public
information on a web site; such as a phone number, address, and/or web site
address without there consent or knowledge?

The answer depends upon the context in which the public information is displayed. If you are creating a directory of contact information for various businesses then there should be no problem. If your website will make false accusations against the company then there will be. There are many ways you might get into trouble for including this information in a web site, so if you want guidance you will need to reveal more about your plans.
