Do job bids legally require confidentiality?

Current business etiquette requires job vendors to submit confidential bids for jobs in nearly every industry in our economy. Subsequently, winning bid prices are usually not disclosed to vendors who do not win the particular bid. Is there a law which requires such confidentiality?

There is no such law in private industry but there may be in cases involving government contracts. I am not familar enough with Gov. contracts to know.
