Can a judge or a court or an arbiter accept priority mail tracking status as a guarantee of suit papers being served? These were just left in a mailbox, no signature required or provided.

A summons to initiate a lawsuit can be served in California by mail, but ONLY if the person served returns an acknowledgment that he or she has been served, and said acknowledgment must be on a form sent along with the summons. See Code of Civil Procedure section 415.30. Priority mail tracking information is not sufficient to prove that the addressee has been served with a summons.
