I have a judgment. The judgment debtor has a property that he has leased to a tenant that he collects rent from. Can I do a rent garnishment on this property, and if so, what form(s) do I fill out to do this?

Yes you can. You might wish to go to a lawyer specializing in collections to help you complete the forms properly and have them filed with the court and brought to the sheriff. I doubt the lawyer would charge much to do this and you might consider having the lawyer follow through for you.
