is there any law for lottery schemes in united states? and what punishment may be given to the company which is doing fake lottery business?

Lotteries are regulated and/or prohibited under state law. Without specifying the state and the nature of the "fake" lottery, there is no way to answer your question.

Regulation of gambling, including lotteries, is generally a matter of state law in the United States. Since you have given a nonexistent "71000" Zip code, I can't refer you to the right state. In California, lotteries are generally (but not always) illegal, and are covered by Penal Code sections 319 to 329, primarily.
