Is it legal to charge for yoga classes on the beach or in a public park?

We need to take a look at two aspects of the question: whether you can do the activity at all, and then whether you can do it as a business. For example, if we're talking about a dog-walking business, dogs probably aren't allowed on the beach, whether with their owners or with a for-hire do walker.

I would think teaching yoga for free would generally be OK in a park or on a beach, but there could be local regulations, just as playing baseball in the park is probably limited to the baseball diamonds and league play may have priority over pick-up games. This discussion covers the first aspect.

Second aspect: whether it is legal in all respects for you to operate your business on this public property. I would note that lots of people run businesses on beaches and in parks, but they have presumably complied with all local rules, for example, getting a business license, and probably, getting a special permit to operate that business on that beach or this park. I suspect but do not know for sure that the public agency responsible for supervising the beach or park has a formalized permit application and issuance procedure for profit-making activities in their jurisdiction.
