Can a Legal document assistant prepare immigration paper under California Business Code 6400?

No one but a lawyer can make legal decisions and tell you what to write on documents to be submitted to a court. If the document assistant gives you advice about how to fill them out, then that person might be practicing law without a license, which would be illegal. The only thing a document assistant should do is fill out the paperwork with what you tell him/her to do.
