is it legal for a moneygram agent to promise you money that is not yours?

Not sure what you are trying to get at. If it is not yours you have no legal claim to the money so whether or not this guy promised it to you, you won't get it...

Sounds like an attempted fraud to me.........offering money to a stranger isn't illegal in itself, but why would a stranger be offering you money that isn't yours? Fraud, fraud, fraud!
