Is it legal for non tax exempt organizations to run charity raffles and receive a portion of the profits in any state in the US?

I can't speak for the other 49 states, but in California it would be illegal for a for-profit corporation to participate in the profits of a raffle. Penal Code section 320.5, especially subpart (d).
