is it legal to set up a stand that sells home-made crafts anywhere?

No.
Generally speaking, you will need permission from the property owner, whether the property is public or private. For example, your stand would be most unwelcome in the lobby of a post office or in the exercise yard at San Quentin or on the runway at Edwards Air Force Base.
You will also have to consider city (or county) zoning regulations.
