Can I legally sell a Free health discount program that a company offers for free? Can I do this legally or would I have to call my fee for finding and singing client up something specific to avoid legal problems?

It probably will depend upon the policy of the company making the free offer; it has the power to assert some control over further distribution of its free programs. Therefore, I'd recommend that you contact them with the specifics of what you plan to do and inquire whether they'd consider your concept as "legal" or not. Ultimately, it's not whether you'd win or lose a lawsuit; it's whether you are going to be sued and forced to put up an expensive defense. Make sure the other company isn't going to attack.
