Legal Question in Business Law in California
I don't have a license for being a security officer provider, can I still bid on a state contract to provide security officers for a state building.?

Probably not; the state is pretty sticky on proper licensing for all its suppliers and contractors. Possibly you could bid with a statement that you aren't currently licensed but would obtain the license if successful. Why not ask the state agency that's taking the bids?
