how long does a lIQUOR Store has to be close down during repair before loosing their license.

I'm not aware of any law or regulation that would result in a liquor store losing its license due to shutting down for repairs to the store premises. If you want to pursue this issue in detail, I'd suggest contacting the California Alcoholic Beverage Control Board (ABCB). They are the governmental body with responsibility for licensing liquor stores.
