lost package in UPS transit- compensation

We called UPS to schedule pickup of package on 02-01-06 and gave details of weight, declared values and address. Driver came and picked up package but did not give recipt. Next day he came back and gave tracking number on a piece of paper. But the tracking number was only able to track the parcel partially, and not for the whole trip. Package was declared for $16,000. Upon complaining, UPS said that they could not find the record of the declared value, and reimburced only $100.
