lowering hour rate and commission for not meeting goal.

I'm concern with my mother job. Her boss has a new requirement for her job its that if they don't meet the saales goal for the month or the year form the previous year their hourly rate may be decucted and taken out of their commision. is it possible for someone losing commission and hourly rate for not meeting the yealy sales goal.

All kinds of pay arrangements are legal so long as the employee knows in advance what the deal is, and the minimum wage laws aren't violated.

A new pay scale could also be a breach of a contract, but it doesn't seem to be a contract metter here.
