Can anyone who own a Management Company(a country club management) Also serve on the board of one of the company that he manages ?

Normally, yes, but check the By-laws and articles of incorporation
for any restrictions on directors. The director may be subject to
conflict of interest rules on certain issues before the Board, which
would require that the action be approved by non-interested
directors.
