What is the max amount of stipend per month that could be paid to someone who isn't considered an employee.

It's not clear what you're asking. How much a person is paid is not generally a factor that would determine whether they are properly an employee or an independent contractor, which I think may be what you are trying to get at. Try reposting with some more information and under Employment/labor, rather than Business, law.
