Medicare medical provider license

I have a money judgement against a former tenant of my office building, who was in the medical supply business. They had a Medicar/Medi-Cal provider license number which I am told is quite valuable

and no longer being issued. They are out of business and no longer using the license.

Question 1: Can I levy against that license or force a sale of the license as a personal asset that can be sold to satisfy my judgement?

Question 2: If so, how can I go about getting that done?

I'll frankly admit I don't know the answer, but it may be useful to point out a possible problem. Many licenses, unlike liquor licenses, are too personal to be transferable. The lack of transferability probably makes them of no value in the hands of anyone other than the original licensee. Hence, they are not subject to lien any more than someone's winning smile ... maybe an asset but not severable from the wearer.
