Missed Doctor's Appointment
Is it legal to bill a patient for an appointment that he/she missed?

Yes, especially if the patient has previously signed an agreement acknowledging this policy.
The payment is for the doctor's time, which she reserved for you when you made your appointment. If you miss the appointment without giving the office sufficient notice, you prevent the doctor from using that time to earn a fee for seeing another patient.
