Model Release for Minors : Required?

There is an e-store selling prints of a minor from the UK, this minor is an artists and sells her prints through an art community that allows such. She has expressed on her userpage that she does not give concent to use her images without her permission. She is the model in the images. The store owner buys the prints for this art community, and then resells them through her website. This websire is a small business, and has a physical location in California. Does she need a Model Release form to be allowed to sell these prints? Could she be in any sort of legal trouble because she does not have this form signed by the minor's parents?

When she sells her image to someone, she has given her permission. A reseller would not need her formal permission. If the person who is selling the item took her photo without permission, and then tries to sell it, there would be liability.
