Office vending machines

Can I buy soda and candy from Costco in bulk and then resell those items from a vending machine I bought in my office?

I can't think of every legal angle, but I can't think of a reason why not. In fact, I know quite a few people who refill their vending machines with the products from Costco, Smart & Final, Target, etc...

I agree with the other attorney that this should be legal, if properly done. It might not be legal with respect to products that are labelled "not for individual sale" or words to that effect. You will also presumably need to collect and pay sales tax on your retail price, have a business license, file and pay taxes, and possibly, depending on your location, also have a special vending permit.
