Online video contest involving money
I want to start a contest that will require entrants to submit a video on Youtube to be judged. The winner of the contest would be given $200 from me directly through Paypal. Would anything I'm doing need any legal clearance or paperwork with an agency?

These videos are works and subject to copyright. You will want representations and warranties from all participants that they own the copyright for such works. What do you plan to do otherwise with these videos? If you want rights, you will need to negotiate and execute transfers or licenses for same from the copyright owners.
