opening someone's mail
my ex-partner kept opening my mails that still going to my old company's address. does he have a right to do that?

No; it's both a federal and a state crime to open someone else's mail without their permission, or the permission of the sender. The California law is Penal Code section 618.

Simple answer No, unless there is some very unique situation we don't know about (such as he is your conservator, etc). Most likely what he is doing is a Federal Crime.
