Can you operate an LLC if you move outside of the US and no longer live here? If not, are there any ways that allow you to do so? Thank you.

Legally, yes. You would have to check the laws of the foreign country, of course, but there is no general requirement that the owner or manager of a California LLC must reside in the state or the country. You would need to appoint an agent with an address in California as your "registered agent for service of process," but this is a relatively cheap and simple procedure and there are people who will become your agent for a very small fee, or you can list a friend, relative or business associate to be your registered agent.
